Robert H. Miller was born on August 2, 1944 in Wellington. He served as a Republican member of the Kansas House of Representatives and Speaker of the House between the years 1975-1997. He was a Wellington, Sumner County, Kansas farmer before being a representative. He was elected Speaker in 1992. A supreme court was created in Kansas when it became a territory in 1854, composed of a chief justice and two justices appointed by the president for terms of four years each.
